EAD DEBATE TOURNAMENT
 GENERAL RULES OF CONDUCT

I.            GENERAL
1.      This set of rules and regulations govern the English Action Days (here after referred to EAD) 2011 Debate Tournament for Senior and Vocational High School in Central Java and DIY Province. The tournament is hosted by Sanata Dharma University, Jogjakarta from May 13th to May 14th 2011.
2.      The Tournament Committee has full authority with regard to the interpretation and modification, if necessary, of the rules. The decision of the Tournament Committee will respect to these rules and it will be final and binding.
3.      All debates will be conducted in English.

II.            ELIGIBILITY
1.      Participants of EAD 2011 Debate Tournament are students of Vocational/High Schools of Jogjakarta and Central Java who have registered to the tournament committee.
2.      Each school is only allowed to send maximum two debate teams to participate in EAD 2011 Debate Tournament.
3.      Each team of EAD 2011 Debate Tournament consists of three members. All members of a team must be enrolled in the same school. Exception of this rule is given only on the committee’s special considerations i.e. for the swing team.
4.      Each team should pay Rp 150,000 as a registration payment.
5.      Teams that are regarded as valid participations are teams that have attended the “Technical Meeting”, to be held on May 8th, 2011 at 7.30 a.m., and have also been sorted into available groups (Group A or Group B) on that very day (teams may send representative for the Technical Meeting).
6.      Swing team is not considered as participants, and shall not be allowed to participate in elimination phase. This team will not be eligible for any team awards.
7.      Teams that have the right to debate in EAD Debate Tournament 2011 are teams that have re-registered on the first day of the tournament, on the May 13th.
8.      The Tournament Committee reserves the right to investigate the background of every member of all teams, and the right to expel those teams that have members that do not fulfil these stated terms of eligibility.

III.            FORMAT OF TOURNAMENT
1.      The EAD 2011 Debate Tournament will be conducted into two days:
a.       Preliminary Phase which held on May 13th (First Day).
b.      Elimination Phase which held on May 14th (Second Day).
2.      The Preliminary Phase consists of three Preliminary Rounds.
3.      For the first Preliminary Round, the team match-up is based on the lots drawn by each team on the Technical Meeting on May 7th.
4.      For the following rounds, the team ranking (and Match-up) will be determined by following criteria (listed from the criteria with the highest priority):
a.       Victory Point (win-lose records: 1 point for a win and 0 for a loss).
b.      Cumulative Team Score.
c.       Cumulative on Margin.
d.      Computer Randomization.
5.      After the rank determination of every preliminary round, the two highest ranking teams will face each other, followed by the next two teams, and so forth.
6.      The top eight teams at the end of Preliminary Phase will qualify for the Elimination Phase, held on May 13th and 14th.
7.      For the quarter final, the semi final and grand final we will use break and slide system, in which the highest eam will face the lowest team and then the second highest team will face the second lowest team etc.
8.      Three Elimination rounds, namely The Quarter Final, The Semi Final, and The Grand Final, will decide the winner of EAD 2011 Debate Tournament. In this phase, the winner of each proceeds to the next round.
IV.            FORMAT OF THE DEBATE
1.      Two teams will debate in each match, one as the “Government” or the “Affirmative” and the other as the “Opposition” of “Negative”.
2.      The EAD 2011 Debate Tournament adopts the form of AUSTRALIAN PARLIAMENTARY whereas POI (Points of Interruption) System is not allowed in this form.
3.      For prepared motions, motions are to be announced 20 minutes prior to the schedule start of each round of debate to permit the teams to construct their individual cases.
4.      For impromtu motions, motions are to be announced 30 minutes prior to the schedule start each impromtu round of debate to permit the teams to construct their individual cases.
5.      During the case building, participants are not allowed to communicate in any way except with the members of the respective team. However, all teams are allowed to utilize any information sources they possess, whether it’s printed or digital media. These media are out of the Tournament Committee responsibilities.
6.      There will be some impromptu motions. Thus, the motion will not be notified before and will be launched thirty minutes before the pointed preliminary round.
7.      We will use the break and slide system for the quarter,semi and final round.
8.      A chairperson will be presented in every debate to moderate the process of the debate. Only the chairperson and that the person that he/she calls may address the forum.
9.      Every speaker has 5 minutes to put forward arguments, with 20 seconds tolerance. The time allowed for the delivery of reply speeches is 3 minute, with 20 seconds tolerance. Reply speeches are not to be given by the third speaker. The order and the time allocation of each match is as follows:
a.       First Affirmative         :  5 minutes    (20 seconds tolerance)
b.      First Negative            :  5 minutes    (20 seconds tolerance) 
c.       Second Affirmative    :  5 minutes    (20 seconds tolerance)
d.      Second Negative       :  5 minutes    (20 seconds tolerance)
e.       Third Affirmative        :  5 minutes    (20 seconds tolerance)
f.        Third Negative           :  5 minutes    (20 seconds tolerance)
g.       Reply Negative          :  3 minutes    (20 seconds tolerance)
h.       Reply Affirmative       :  3 minutes    (20 seconds tolerance)
10.  Timekeepers will give time signals by means of knocks.
a.       For the 1st, 2nd, and 3rd substantive speeches of both teams:
                                 i.            One knock at the four minute.
                               ii.            Two knocks at the five minute.
                              iii.            Continue knocks after the fifth minute and twenty seconds.
b.      Reply speeches for both teams:
                                 i.            One knock at the second minute.
                               ii.            Two knocks at the third minute.
                              iii.            Continue knocks after the third minute and twenty seconds.

V.            ADJUDICATION
1.      The adjudication of each match is done by adjudicators of odd number (1, 3, etc.).
2.      The adjudicators’ decision is individual. There shall be no conference in the determining of an adjudicator’s decision.
3.      The winner of the debate shall be decided by a majority vote among the adjudicators.
4.      Adjudicators are concerned with the following factors in their judgment of debate:
a.       Manner : all that is related to attitude; such as style of speech, eye contact, humour, etc.
b.      Matter : all that is related to the content of information, such as case, arguments, facts, and examples given.
c.     Method : all that is related to the conveying technique, such as the technique of expressing and organizing (structure/order/organization of speech) of ideas, language eloquence (skillful use of language to express yourself to persuade others), etc.
5.      Verbal adjudication, which is to explain the reasons behind the adjudicators’ judgment in a debate, is given only by the chair adjudicator, in 5 minutes.
6.      Best speaker shall be decided on the basis of aggregate (total amount) marks awarded by each of the individual adjudicator.
7.      All participants are reminded to fill the adjudicators’ evaluation sheet as truthfully and as objectively as possible.
8.      The EAD Debate Tournament doesn’t recognize participants’ banning of an adjudicator.
9.      The decision of the adjudicators shall be final and binding.

VI.            COMPLAINTS
1.      All complaints are to be communicated to the Debate Competition Committee.
2.      All actions are taken for every complaints lodged are based on the Competition Committee’s considerations on a case-to-case basis.
3.      The decision of the Competition Committee regarding all the complaints lodged is final.

VII.            REWARDS
1.      Champion                    : A trophy, Rp 1.000.000 cash, and certificates.
2.      First Runner-up           : A trophy, Rp 750.000 cash, and certificates.
3.      Second Runner-up      : A trophy, Rp 500.000 cash, and certificates.
4.      Best Speakers (Top 3) : A certificate for each recognized as one of the bests.

VIII.            SPECIAL RULES AND REGULATIONS
1.      All elements of EAD Debate Tournament are to keep the order and respect each other in the course of a debate.
2.      Eating and smoking are not allowed during the delivery of one’s speech.
3.      Smoking is only allowed in the provided area according to the rules of English Language Education Study Program.
4.      Competitors are required to wear their school uniform during competition.
5.      Audiences and adjudicators are to wear formal clothing.
6.      Competitors and all participants are required to wear shoes according to Sanata Dharma University rules.
7.      There will be a debate exhibition during the Technical Meeting. Every participant is expected to come and participate. For the exhibition, there will be six people from six different schools who will voluntarily debate.
